Abstract
With the support of the Institutional Theory, this paper aims to identify and
analyze the factors that are influencing the process of education consolidation
by competences in Spanish universities. In order to reach our objective, we
have conducted a case study in a university that was a pioneer in the implementation
of a syllabus adapted to education by competences. The results of
this study show evidence of the influence of driving, facilitator and difficultator
factors throughout the various stages of the consolidation process. The
study constitutes a reference for the guidance of educators, educative administrations
and regulators of the member countriesof the European Higher
Education Area for analysis of the identified factors in order to design and
implement policies and measures for the consolidation of education by competences.
The last section of the paper proposes some of these measures.
